I had the same problems until I found out the problem is having twrp installed. On Android 11 you can't have both twrp and Magisk installed or you'll just boot loop. So you have to fastboot boot twrp every time. Here's the process that worked for me
1) fastboot boot twrp
2) install rom/gapps on both slots (I did this manually with changing slots and rebooting to fastboot because finalize wasn't working for me, and I changed back to the original slot A before booting system)
3) boot system and go through setup
4) fastboot boot twrp again
5) install Magisk 21.1 on both slots (again manually and switching back to the original slot before booting system)
6) reboot system
7) install Magisk Manager 8.0.3 apk

It's annoying, but it works. And then the process to hide Magisk if you wanna use Google pay is a whole other fun process lol.

Good luck!

When on Android 11 and have installed TWRP the only Magisk Version working with Android 11 and TWRP is the Magisk Canary 20422 Version.

When you want to use another Magisk Version on Android 11 than that Version you should not flash TWRP since that will not work then on Android 11 with other Versions of Magisk installed.

As I said before, I am using magisk-debug.zip and TWRP 3.4.0-11 and all is working except safetynet.

Have you tried the work around from the colt os thread to get safetynet to pass?

"HOW TO PASS SAFETYNET:

1.ENSURE YOU HAVE MAGISK INSTALLED.
2.INSTALL BUSYBOX FROM THE PLAYSTORE.
3.HIDE GOOGLE PLAY SERVICES AND THE APPS GIVING YOU PROBLEMS IN MAGISK HIDE.
4.GO TO MAGISK SETTINGS AND RENAME THE APP PACKAGE TO HIDE MAGISK MANAGER.
5.GO TO DOWNLOADS AND INSTALL MAGISKHIDE PROPS CONFIG MODULE.
6.REBOOT.
7.SAFETYNET PROBLEMS SHOULD BE FIXED NOW."

So....Six hours later...Had a T-mobile Oneplus 6T that I got from my buddy. Through much heartache I finally got the ROM flashed and everything working as it should. Then I put my sim card in and now the phone doesn't read it...Any ideas?

For anyone else who runs into this issue. If you are coming from the T-Mobile version of the OnePlus 6T be sure you do the T-mobile Sim unlock (while using the tmobile specific OS) BEFORE you upgrade to the international version and go from there. Everything is working now and thats the only thing I did differently.

No . Not available actually. sorry. It is hard for me to fix verizon stuff as i am not using it and also verizon is not available here either.
Thanks for looking into it. I ran PixenOS for a while without this issue, so I figured that it was rom-related, not carrier-related. Other than that, your rom has been more stable for me.
