Congrats on your new device. I do not think you need to do anything other than unlocking the bootloader, installing recovery then installing and running the Lineage. It's not possible to upgrade it from settings as the last version it received was 8.

I was confused. I didn't pay close enough attention and missed the part where LineageOS 18.x is actually an Android 11 distribution. DOH! I misread it and was thinking it required Android 11 in order to work properly. But it actually IS Android 11. So now I'm straight. Thanks!

This issue is related to the Play services.. Dirty install the open gapps from here in TWRP then reboot normally.

Thank you Abusseemkh, The problem is with NikGapps-Addon-R-SetupWizard . I just ignor to flash the setup Wizard, which leave the issue and it works fine.
