That's the error message:

It seems that another app is blocking access to Google Play. Turn off any apps that might be drawing over the screen and try again.

I allready tried to disable apps that draw over the screen in settings, but I can not switch anything off
Have you tried resetting your app permissions?

What were your steps while installing the rom?

Agreed , Coming from the Oneplus7t , we did not have a fully functionally TWRP.
Everything was done in fastboot and adb ( sideload flag ) .

Thought since the op8t has a further developed twrp , I could be a little lazy 🙃
Yeah same here. But I've never even tried to flash a rom using twrp. The Magisk apk is about all I've flashed in twrp I think

I've flashed a few ROMs within TWRP, although each time I had earsed internal storage . Then boot and run fine .

I'm trying to figure out, if I can just reformat /data partition and flash a new ROM?

As somebody mentioned above, do a factory reset Within TWRP . Although I don't want to loose internal storage , if I can get around that some way .

TWRP on my Samsung devices gave me option to reformat /system , /data , Cache , etc .

Where as OnePlus8t TWRP only has option to reformat /data

If coming from a different rom, you must use the format data option. You have to remove the old rom's encryption and allow the new rom to re-encrypt it properly. So, unfortuantely, you will lose your internal storage. Can always back up any important files to your PC or something.

Have you ever used the app migrate? It saves everything for you into flashable zips so you can easily change roms without losing anything. I've used it about 10 times now and have never had a problem. Requires root though

I'm struggling to get this ROM installed, coming from stock OS, latest update, flashed without any issues, but for some reason the phone won't go passed the spinning circle booting animation. I did every step 🤔

But now that the ROM is up and running, the fingerprint scanner isn't. Is that a bug in the ROM or something else that's gone wrong somewhere ?

No fingerprint scanner works fine for me. What I do when I have problems is I'll flash the latest stock rom to both slot a and b or you can use the copy partition zip you can find in lineage os instructions. And then flash this rom. I've never had any problems doing it that way.

*** This is for a different phone *** but I found this but maybe get an opinion from someone more knowledgeable before trying

    You can also try clearing your cache partition

    What's the prerequisite to install the rom with the rominstaller? just unblocked bootloader? Also, I have the Oneplut 8T with lpddr5 ram, does it matter when using the rominstaller?
    No it shouldn't matter. The rominstaller is just a file that automatically runs all of the fastboot commands instead of doing them one by one manually.

    Installation.png

    1. Download Havoc-OS Fastboot ROMinstaller ( These zip inciude both payload_dumper and fastboot_installer ) and extract zip in pc
    2. Copy the playload.bin file from Rom.zip file to payload_dumper >> payload_input folder
    3. Now Run payload_dumper.exe
    4. Wait for extractions
    5. After extracting completes, go to payload_output folder and copy all the images files to the fastboot_installer folder
    6. Now connect your device to pc
    7. Reboot your device into fastboot mode
    8. Now Run ROMinstaller.exe
    9. It's reboot your device into fastbootd mode
    10. Wait for all images flashing completes
    11. Now select recovery mode
    12. Do factory reset your device ( Not required if updating rom )
    13. If you want to use magisk then adb sideload < Zip Name>.zip via adb sideload ( optional )
    14. Reboot to System.
