I wonder why oos also get L1 on unlock bootloader device, probably you said that they to using fwk or kernel or magisk to fake L1?😅 and we are not blind we can easily notice between HD and SD video quality
2 reasons:

1. If the user installs Magisk and enables hide, which they all do, otherwise, they won't pass Safetynet. Try to uninstall Magisk from unlocked OOS, and you won't get to play anything.

2. If the OEM stops disabling L1 certificate on unlocking bootloader, but I strongly doubt Oneplus has done that with Oneplus 9.

    Download the Qualcomm Driver from here and then it will show the Com Port. And the. When you're in the MSM Tool, select Others and then Select country and Enum and Start. Reboot your phone and press both the volume up and down key together. It will start the process or recovering your device. Hope it helps. Plus keep holding the keys until it starts, otherwise you'll keep rebooting.
    I have find solution. Windows 10 is installing driver for the device automatically. That make it unable to recognize qualcomm driver for the phone. I deleted oneplus bootloader driver, then force the windows to use qualcomm driver instead. After that, it work like a charm. Thank you so much for your help!

    The app is tricked by Magisk the same way as Safetynet.
    So Amazon prime and Netflix also tricked to show HD?

    Installation.png

    1. Download Havoc-OS Fastboot ROMinstaller ( These zip inciude both payload_dumper and fastboot_installer ) and extract zip in pc
    2. Copy the playload.bin file from Rom.zip file to payload_dumper >> payload_input folder
    3. Now Run payload_dumper.exe
    4. Wait for extractions
    5. After extracting completes, go to payload_output folder and copy all the images files to the fastboot_installer folder
    6. Now connect your device to pc
    7. Reboot your device into fastboot mode
    8. Now Run ROMinstaller.exe
    9. It's reboot your device into fastbootd mode
    10. Wait for all images flashing completes
    11. Now select recovery mode
    12. Do factory reset your device ( Not required if updating rom )
    13. If you want to use magisk then adb sideload < Zip Name>.zip via adb sideload ( optional )
    14. Reboot to System.
