As stated in the OP, Magisk is in the rom already, because you can't modify kernel or recovery on locked bootloader. So, no flashing is required.
Regardless of bootloader status, you just need to install Magisk manager apk, as a normal app to get root.
You can use Magisk the same way, as with unlocked bootloader. You don't need to flash it, as it is builtin. As far as Safetynet, no one can guarantee that it will work. The only guarantee is that you will have locked bootloader, and this is one of the things Safetynet is looking for.Thank you for making this rom and it raise my curiosity of this rom.

Magisk is dead in terms of future tricking of Safetynet, and most likely, as root provider too. That's why the dev was hired by Google. And to be sure, if he is fired in 8 months, he will have signed an agreement not to circumvent Safetynet. I just tested a few banking applications without hiding Magisk, and to my surprise found out that on locked bootloader, the warning 'Your device is rooted' is just a warning, you can click 'don't show again', and proceed to login or open an account. Unlocked bootloader makes one's phone a joke in terms of security, and coupled with TWRP that has full access to virtually all partitions, it's even a bigger joke. A few years ago, I had a chat with one of TWRP's devs about making it totally inaccessible without a password (right now, you can press 'cancel' button to have access to all partitions, except encrypted data), and his argument was: doesn't make sense, because by definition, when you have TWRP, your bootloader is unlocked with virtually no security. Well, not anymore... .

Banks don't care about root. They care if your bootloader is unlocked, and if it is, your partitions are wide open for exploits, and they won't allow using their apps, because it's a liability for them. If you were hacked on locked bootloader (with security enforced), banks might be liable for your losses.
With Magisk tricks not being updated ever, it's a question of a very short time before Safetynet will stop working.
