Can you check on your packaging which model it is? Only H8116 (single sim) and H8166 (dual sim) - both international models are supported. SO-04K or SOV38 (both japanese) are not supported. They have different NFC hardware and that's why I guess you're using one of those models. So, again: Check your model.

Where did you get that info from? From the packaging? Because the info in "about phone" is not accurate as it's only the model from the firmware. Your device model can still be a japanese one.

Please flash stock 52.1.A.3.49, fully boot into the stock firmware and flash los 18.1 again. 52.1.A.3.137 was america only and we used latest global stock rom as a base.

Yeah that's exactly what the installation guide is about. So we can assume you just missed a step/didn't followed the guide and that's why your NFC wasn't working.
I wouldn't recommend to set SELinux to permissive on a daily driver. Just temporarily for testing. Instead SE policies needs to be fixed. My magisk module contains sepolicies so there's actually no need for setting SELinux to permissive.
