Are you downloading from https://download.pixelexperience.org/mojito ? Both PE and PE+ links work for me.

Yes, i did 4 to 5 times but it is showing network error but my network is fine

Maybe there's an issue with your local mirror, I would try VPNing somewhere far away and trying again.

Yes the issue is in the mirror but there is no option to change mirror

after installing the latest update i wanted to flash a different kernel so i went into fastboot and typed fastboot boot twrp.img, the process was successful but my phone screen showed nothing except a black screen, i went into recovery and tried everything again but still the same thing happened, is this some problem with the latest build? cause i was able to run twrp the same way on pe 12.0.

There is no reason to change the recovery. Keep the original PE recovery. To install the ZIP, use the "Apply update > Apply from ADB" option and run sideload from your computer to install the ZIP file.

The best, at least for me, so far, is PixelOS. This ROM (PE) has, without any adjustments, really bad memory management.

Custom ROMs with open sources can be considered safer than ROMs like MIUI.

A perfect software doesn't exist, you have to try yourself and find what works best for you.

Does the rom support OTA updates?

I have tried sideload with pe recovery in the past and it doesn't work, which is why I was going for other methods.
