As a first step of debugging .. try clean flashing ROM only .. don't flash Gapps
If this works fine .. you can obviously conclude that Gapps are faulty .. if Gapps are faulty .. try some other Gapps

If your ROM is faulty .. try stock optimized ROM (by @lost101) it's available in android development section :good:

Hope this helps

I will do this and tell you how it went ,thanks again :)

I updated my twrp from 2.7.8.0 to the latest 3.0.2.0,and I even tried clean flashing the stock ROMs ,as well as the newer cm 14.1 and 13.1 ROMs but the problem is still there , the WiFi won't turn on and it shows no Mac address as well as the IP address both the Fields are grayed out , and its the same with Bluetooth ,sorry for the delay in posting ,.:(

Did it worked for you ??????

No brother it didn't ,the WiFi won't turn on and notably the Mac address is unavailable , and the Bluetooth is also non responsive .....I don't know how this got messed up.. Now quite literally I'm scared of flashing , haha I'm scared it might break something else , I'll be grateful for a helping hand :)

There is a fix in general thread for this :good: you may try that
Additionally try flashing radio firmware files according to your region . The stock optimized ROM I gave you is the stablest ROM as it is based on stock . That ROM doesn't have any problems like that .
For that wifi issue .. there is solution in general section or .. search RR 6.0.1 thread @Vikrant Desai had similar issues

I am not sure whether your problem will get solved or not. But flashing radio firmware won't cause any harm. My problem was different and got solvedv(entire connectivity had lost). And yeah wipe dalvik,cache and data before and after flashing. Edit : use @squid2's twrp version if you are on CM14.

Did you flash the way I had mentioned?
First get latest twrp by squid2. Then wipe dalvik cache, cache and data. Then flash this radio file. Then again wipe dalvik cache, cache and data.

If this doesn't work, clean flash a marshmallow ROM such as RR, as usual. Then wipe dalvik cache, cache and data. Then flash this radio file. Then again wipe dalvik cache, cache and data. If this time it works then you can come back to CM14.

Edit : Check this first - 1) Go to 'persist folder' via file manager which is in 'root folder'. Does it contain file named 'WCNSS...'? If no, then you can find it on XDA or Google search and cut-paste it there and reboot your phone.
2) Go to settings then to 'about phone'. What is your 'baseband version' showing?

PS: Happy new year to you too.

as for earlier i did the same as you told wiped the data and dalvik cache before flashing the file and after flashing it,but after it failed to flashed the file i was unable to boot into cm and it was stuck on cm logo,i'm upgrading my twrp to to squid'2s ,will share results ...thanks for the assistance mate

EDIT : SHOULD I flash the fastboot way or should i go with the twrp flashing ? for the radio files

EDIT2: there's a little issue ,i flashed the squid2's twrp all went good,and since my cm 14.1 wasn't booting i decided to clean flash it again,but as i went into wipe>format data and selected "yes" it gives me this error " unknown file system 'auto' unable to format to remove encryption" i can't believe my luck :( , but i still went ahead and from advanced wipe selected everything except for micro sd card, and it flashed the rom successfully .....can you tell me what does this error signify ? and how can i repair it?

edit: i flashed the radio files too it gave me same the error as before..

As I had asked you above, what is your baseband version showing? Also did you find the file named 'WCNSS...' ?

Lastly I don't have knowledge about the error you are getting.

No need to flash stock ROM. Just flash radio files. Don't forget to wipe data and cache before flashing radio files.

That's the problem at first after flashing the radio files it gave me this error " updater process ended with ERROR: 7
error installing zip file 'external_sd/twrp_xt1022_retailDS_51_radio.zip"

So like you told me I upgraded to squid2's recovery 3.0.2.0 r-5 and I tried doing the same but this time when I went to format the /data partition it gave me this error
" E:Unable to wipe '/data' -- unknown file system 'auto' E:Unable to format to remove encryption"
Now I am dealing with two errors ,for the first one I have no idea ,but now I can't move ahead because the /data won't format ,what should i do ?:(

I'm sorry but I'm completely unaware about second error you are getting. For first error, go to twrp, then to Reboot and then to Recovery. Done. Error 7 should not occur again.

    CyanogenMod is a free, community built, aftermarket firmware distribution of Android 5.1 (Lollipop), which is designed to increase performance and reliability over stock Android for your device.

    Code:
    #include
    /*
    * Your warranty is now void.
    *
    * I am not responsible for bricked devices, dead SD cards,
    * thermonuclear war, or you getting fired because the alarm app failed. Please
    * do some research if you have any concerns about features included in this ROM
    * before flashing it! YOU are choosing to make these modifications, and if
    * you point the finger at me for messing up your device, I will laugh at you.
    */

    CyanogenMod is based on the Android Open Source Project with extra contributions from many people within the Android community. It can be used without any need to have any Google application installed. You will need to provide your own Google Applications package (gapps). CyanogenMod does still include various hardware-specific code, which is also slowly being open-sourced anyway.
