Maybe this is the issue and could cause random issues. More likely with tablets as there is far less attention paid to matching is the version number on vendor files. Rings true when you have to actually flash a vendor.IMG as part of updating your ROM. If you look at the versions.
Build ID: MTC20F
Build fingerprint: MOB30X
Then there is bootloader and recovery version.
What might have slipped by here it that I think PureNexus uses Googles device repos and is going to versioned by them. The last 1 or 2 PureNexus builds , I believe, have been compiled on the relegated PureNexus-Legacy repos. Same with the N9.
Since the N7 (2013) has been dropped from updates and that the development of the N9 has moved N varient 2 updates ago. There is no way to get the right vendor.IMG. it either has an M version that doesn't match or is an N version.
This can cause problems that either cause a no boot right away to a slower degrading relationship with the battery's "healthd" code. It shows up on the N9 by the battery indicator jumping up/down every time you plug in the device. I made the mistake of doing this 5 times in a row and I had to re flash everything including my sdcard.lol Basically the device slowly loses the ability to read how much power it has and panics. Etc...
Long and short, I would say it needs version matching.
