Installation

1. Download the ROM from the link below
2. Reboot to recovery mode ( Vol UP + Home + Power )
3. Optional: Do nandroid backup
4. Wipe data / Factory Reset
5. Install CyanogenMod 13
6. Reboot

First i like to say, thank you for development @German Developer and @oranaise2412 !

tried to get your rom to work, wiped system, data, caches (as usual) flashed the rom and after a surprisingly short booting time ... there we go, CM13 booted up!

wifi was good but no sim detected. ui feels nice and fluid, no glitches at all. then i decided to install open gapps 6.0 but it killed it completely. "setup has stopped working" alternated with "google play service has stopped working". it was not possible to get any access to the phone from there.
i reflashed rom and did a logcat (i hope) (without open gapps of course, screenshot shows exact gapps version i tried).

You have to flash gapps before booting the rom
I tried yesterday the rom + mini gapps package
It works fine except the bugs listed

i dont think so, it must be possible to use cm13 without gapps. and when i deceide to use gapps i flash them at any time i want without reflashing the whole rom ...
and i tried that method you mentioned but still got the same problem, open gapps 6.0 just don't work for me.

If you want to help Rox, Nikola and all S3 neo devs are in a telegram group were we develop cm13
You can join and let other developer join too if you want but remove the download link of cm13

We have plenty of testers we need developers who have time Rox and Nikola don't
Users are left to test after having a stable release from the developers so they can find minor bug not major ones
