Can you boot to bootloader? If you can and it is unlocked you can try ti boot to recovery with the command:
fastboot boot recoveryname.img
You mean the "fastboot & rescue mode"? Power + Vol Down.

When I try to boot the recovery img file I get:

C:\Program Files (x86)\Minimal ADB and Fastboot>fastboot boot twrp-recovery.img
downloading 'boot.img'...
OKAY [ 0.488s]
booting...
FAILED (remote: Command not allowed)
finished. total time: 0.500s


Also:
C:\Program Files (x86)\Minimal ADB and Fastboot>fastboot oem get-bootinfo
...
(bootloader) unlocked

Any other ideas or did I really brick my phone?

Try to flash TWRP again, the bootloader is unlocked.
fastboot flash recovery twrp-recovery.img
Then try again to reboot to recovery with Volume up + Power.

After rebooting with Vol Up it goes to Huawei eRecovery.

Hold vol up and power. Device restarts. Release power on first vibrate. Release vol up on huawei logo and second vibrate. That order starts the recovery partition

Right now, fps do not work at all on my device .... need some time to fix it !

Anyway a new update will be here after fps will be proper fixed .
Can I replace the boot.img with p 9plus's to apply update to p 9plus? thanks:)

The fingerprint is working for me as well. But its up to the stock rom that you use.This version is working fine ( HUAWEIP9L09C432B182.zip ).I used other versions before but it didnt work,but this one fine.
Like surdu_petru said go back to stock. and then when you get to stock. DO NOT register your fingerprint yet. DO IT in cyanogenmod at the setup process.

@surdu_petru So please add to description under "not working" that Fingerprint does not work as well
the fingerprint will work as long as you only do a factory reset from stock and then install cm13. whereas if you do a full wipe it will not work at all since you have removed the drivers cm13 depends on from the stock firmware to make fingerprint sensor work

I tried to install the latest version of this ROM by wiping /system and then flashing the zip, first boot took about 10 minutes and I was then prompted for a password to unlock android, I think this is related to encryption, could it be because I didn't wipe the /data partition? (TWRP has errors mounting /data for me) does anyone else have the same problem or apossible fix?

First, try to Format Data (NOT WIPE) entering in TWRP -> Wipe -> Format Data -> Type "yes"

I realised that this was due to the encryption enabled by default (why Huawei why). In the end I fixed it by formatting /data and then restoring from my backup of EMUI and when it asks me to setup security I skipped all of it, I then went into settings>security and cleared credentials. Then reboot into TWRP and format /system and then flash Cyanogenmod.
