SystemUI Lags Have been completely fixed! !
Thanks to all those who have attempted to help.
Next Build will have no more lags ( atleast on high end devices .don't report lag on devices like Note 2 n7100 etc because these devices are too old)
The culprit was clock seconds .even if it was disabled , it caused status bar to constantly update thus filling up systemUI cache
And there was a handler leak present
Found this out 3 days back and reported to other ROMs who had this issue and they fixed it there as well

It's because when you install Moto camera app from Play Store it does not have the correct permissions but you can fix that...
How to - Provide WRITE PERMISSION on sd card for apps on Android Marshmallow
1. Backup File - packages.xml in /data/system folder
2. Open File - in QuickEdit app
3. Search - for app name
4. Paste - <item name="android.permission.WRITE_MEDIA_STORAGE" granted="true" flags="0" /> in/after <perms> tag
5. Save - by pressing back twice and confirming Yes(Grant Root permission if asks)
6 Reboot - ur done.

On MarshMallow, Android settings are now in XML files settings_{system,secure,global}.xml, located in /data/system/users/USER_ID (e.g. sysui_qs_tiles for the owner user is in /data/system/users/0/settings_secure.xml).
I've successfully added a custom tile by editing settings_secure.xml while in recovery (just in case).

Note: to make the custom tile actually show up, it should be set up by broadcasting an intent (in my case done using Automagic, can also use Custom Quick Settings, probably Tasker etc.)
I also did some digging and found out why "settings put secure sysui_qs_tiles NEW_VALUE" doesn't work on RR. This setting existed in AOSP, in CM they moved it to CMSettings. RR uses AOSP quick settings, so this setting is present in both Settings and CMSettings. The `settings` interfaces with both Settings and CMSettings, but it was not updated for RR to use Settings rather than CMSettings for this setting.

Just for fun I've modified SettingsCmd.java line 344, it became `} else if ("secure".equals(table) && !key.equals("sysui_qs_tiles")) {`. Recompiled only the SettingsCmd.java, then repacked the settings.jar with the updated SettingsCmd classes. So now `settings secure get sysui_qs_tiles` (and put, of course) work correctly.
I don't know if this can be useful to anybody, but here's the updated settings.jar:

Replace /system/framework/settings.jar with this file at your own risk! Make a backup, too.
