Yes. The 10sec press shuts down the phone.
power button + volume up button
5 seconds - restart
10 seconds - shut down
Use a 5V 2A wall charger and leave the phone for an hour.
If the the battery 'was' completely depleted it can take several minutes before the red charging light is seen.
It could be(just maybe) your USB port is faulty(and/or micro USB connector) such that it's not making a clean connection.
Given you get a vibrate on the phone indicates there is some charge and all is not lost....yet.
If it's still all gone pear shape and you've run out of ideas, I'd just do a fastboot using flashtool and reload the boot.img and then boot into TWRP and see what's going on.
BUT, It'd only do that if I had a green charge light(battery at least 90%) before going further.
If you can get into TWRP it's easy to recover your previous TWRP backup.... What??? why are you looking at me like that???.... everybody does periodic TWRP backups when the system is operating well, in case of a later install/configuration mishap or failure.
Some of us with NAS servers even backup the 'backup' so we can restore a completely fritz'd phone when the SDcard has to be re-formatted.
