Cyanogenmod was quite fast updating their code to a newer Android, but LOS 15 is in development for a few months now and there is still no official version.
Are there any problems with Android 8 or are there not enough developers for a fast update?

That's true, but as far as I know, the first CM 14.1 nightlies were released in November 2016 (correct me if I'm wrong) and the developers of Lineage OS had to built a functional and stable infrastructure first and then they released the first versions, which were nearly identical to the CM nightlies, the only differences were the name and the logo.last years 14.1 official nightlies started end of january...

But I still don't see your point, it's OSS maintained by people in their free time. Official nightlies will start when the code base is considered "stable" enough for nightlies.
maybe with android 8 it got more complicated to implement LOS changes, maybe there's fewer devs or just fewer time to invest.
There's a reason why there are no ETA's given.
