That can be fixed by clearing data right after flashing gapps.

That's right. This ROM doesn't have VoLTE feature, use Jio4GVoice app.

Clear the /data partition using TWRP > Wipe > Factory reset or TWRP > Wipe > Advanced wipe > check /data > swipe. It's similar to factory reset.
