Do you mean 7.1.2? If yes, it's working everything, but with the original kernel the cpu overheats heavily, so I installed a custom kernel (this) and now it works very good. I used kernel adiutor to do some tweaks such as ondemand governor, cpu hotplug and entropy to make it smooth as oil. The battery after installing the kernel is doing well, about 3 hours of screen turned on at about 50% brightness, considering that I use this phone since 2 years it is awesome! GPS works good. Deep sleep I don't know, but I think it works, since kernel adiutor says it is an used frequency. For video recording you have to use footej camera to record without problems, because the stock camera doesn't work very well. The only thing that doesn't work at all, like every rom for this device (huawei's kirin fault), is youtube 60fps, but you can use newpipe to view videos at 30fps without problem!
I hope I've helped you to make your choice.

But if you mean 8.1, I suggest you to not install this rom as a daily driver, because is in experimental phase, so I would prefer dotOS with 7.1.2!

As far as I know, Omni, Lineage OS, Resurrection Remix-N, AOSPA and many other ROMs work well on Kirin variant Honor 4C. Unfortunately dt2w doesn't work, but gesture works.

What values in cpu hotplug and entropy do you have? I'll like to test your same configuration.
What about Ril in 8.1, It lose signal after reboot like op says in bug list?

Hi, yes it loses signal after reboot, but I attempted a call and it actually works but the voice is distorted. :/

Yes, if you need to make a emergency call after a reboot at least it works

Sorry, but I didn't make it... :/ Even though I noticed the very good speed of the ROM, but if you update it in the next future I'll be happy to do a test!
