can wake the phone with fp withaut set pasword?

Yes set password and fp then open any(Root Enabled) file manager of your choice then goto /data/system and delete file named locksettings.db

Or open termial emulator and type
su
rm /data/system/locksettings.db

It'll remove password (and set lock screen to swipe to unlock)but still u can use fp to unlock screen

What about Google play store? It will be certified or not? Because on pixies os banking apps worked but Google play store was not certified, I was unable to install Netflix
