If you're coming from stock OOS (have not flashed a custom Rom) then you already have an OOS based Rom on both slots (preferably the stable variant 9.0.14)... The point is to have a stable base to flash a custom Rom on top of so that there aren't any residuals from a previous Rom causing conflicts with your current Rom. Also flashing to both slots ensures that you won't run into encryption/decryption problems. The best way to describe the slots is it's like having two of the exact same thing, instead of flashing your device traditionally, you'll need to do it for both slots as if it were two different phones in one.When you say make sure oos is flashed to both a and b slots should i boot into TWRP and reflash my OOS to both slots? As in when an update is accepted it only goes to one slot? I'm not well versed with this a/b partition.

TWRP runs a script to flash to both A and B slots, Roms always install on the slot opposite to the one you're currently booted on (inactive) and Magisk/kernels/Mods always flash to your current slot.
So in my personal opinion you may as well ALWAYS have both of your slots the same since you only ever boot one and the other is just a back up and you'll just run into encryption problems anyhow if you don't.
So the confusion about understanding the slots most likely arises from the fact that everything you flash (recovery, Roms, Magisk) all flash to the slots differently. The slots themselves aren't actually confusing at all, they're simply two sides of the exact same traditional flashing method you're used to from the pre-A/B days. You just gotta make sure your flashing all the same stuff to both sides.
