How's the phone battery going in this rom? I was using the first version but the battery Drained a lot, is it better now?

Tweaking the ROM with Kernel Adiutor for battery enhancement should do your job.
I am not experiencing any problems with the battery. For me, it's ok.
Does this ROM have navigation bar enabler/disabler?

I have passed safety net but Netflix doesn't work. It says this version of Netflix is not compatible with your device. Has anyone had this problem? How do I fix it

Netflix incompatibility is known in Pie Roms. There is a Netflix Enabler Module on the forum. Just google it.

I'm getting a camera issue after using the ROM for a while it says that the camera can't connect when using third party camera apps. The stock camera app doesn't open. It closes right after trying to open

plus opengapps arm 9.0 mini
did already wipe dalvik cache, clear data+cache from storage.
can I reflash now viperGapps from TWRP over the openGapps? (viperGaps is micro compared to openGaps which was mini)

the ROM does not install on my device
in the recovery sends an alert in red saying:the update process ended with ERROR: 7
Error installing the zip file "sdcard / Viper-j5lte-20190520-v6.4-OFFICIAL.zip"
and I already tried other times with versions 6.1 and 6.2 and nothing that installs.
Please, I need help, I love this rom but it does not let me install it anymore :c

my TWRP version is v3.2.1-1
Ok, so you're going to have to update your twrp. If you want, keep a copy of your 3.2.1-1 img file on your device, as it does allow a wider range of recovery options.
