Am I the only one having problems with the internal (LOS) download manager? It doesn't seem to work.

As far as I understand there will never be VOLTE on any AOSP ROM for Sammys exynos devices, but my knowledge is too limited to explain why. If you need VOLTE you need stock ROM.
Until Matt goes official this won't work, can't give you an ETA on that since me nor Matt knows
That doesn't look good for me. As far as I know McFy is already working on Pie. That's great - one side. But that makes it not very likely he is spending more time on LOS. I can understand this, a new version - yeahhh, much more exciting! It is more fun to make something new than kill the (very few) bugs, which can be anoying.Until Matt goes official this won't work, can't give you an ETA on that since me nor Matt knows
Call me pessimstic, it can end up with 2 buggy versions ...
I cant talk much about Pie yet, but Matt is actively working on fixing the last few bugs on OO, then the Pie beta is gonna start.

Yesterday I installed RR, but after two crashes I'm back to stock firmware. Now I am looking forward to the new LOS 15 version and many more I am looking forward to as soon as LOS 16 version. Thank you!

Nice work. Apparently, after using WiFi tethering, activating WiFi connection (tethering off) is not possible. Am I alone with this issue ?

Mostly. I use LOS 16.0 as a daily driver. You can read more on the related threads.

Lineage OS 15.1
LineageOS is a free, community built, aftermarket firmware distribution of Android 8.1 (oreo), which is designed to increase performance and reliability over stock Android for your device.

I am still working on remaining bugs : Fingerprint and NFC - it do appear on setting but both doesn't work - wifi direct and hotspot still remain
I think the overall stability is nice and this is why I have choosen to share it with you
I hope you will like this update, As soon I fix Fingerprint I will let you know, I just tough as it might take time that you could enjoy this update

I fixed nfc, gps seem to be fixed, I don't know yet when I will release but I hope it to be soon, Too I expect to share a bug less rom. I need just to adjust things and test it to see if all work in daily life !
