I think you need either TWRP or Orange fox to flash this ROM.
Ofcourse. But through fastboot. Or atleast that is the method i adopted.
1. Download [email protected]_1_A12.zip from here
2. Extract recovery.img from zip file in adb folder
3. Copy zip file downloaded to your phone
4. Reboot your phone in fastboot
5. in adb, "fastboot boot recovery.img" This will boot into recovery
6. In recovery, flash the zip file you copied in step 3.
7. Reboot to system. Done.
You do this at your own risk.

I wanted to know if it's possible to dirty flash your rom over a Xiaomi.eu stable release?
My Mi11X is running 12.5.18, haven't really updated since they stopped supporting aliothin, I'm hoping I can avoid the hassle formatting my phone.

I installed it last night and really love it. The only change I did was changed the kernal after installing it which made it more powerful. Link to kernal is No Gravity Kernal. Developers are requested to please include this kernal in your next updates instead of Perf Kernal.
I used to use MiuiVN rom which is similar to this one but extra customizations and widgets. The only frustrating bug I faced in that rom was auto-brightness which would increase the device brightness to full for no reason.

all EliteRoms have call recording inside, as we use MIUI dialer and apps instead of google ones

It seems you are using spanish language. In spanish, the "," simbol is for decimal separation. 1,250 it's equal to 1.250 in english notation. Then 1.250*10/100=0.125 -

The Elite ROM has these advanced features,,, (Plus Features are not included/Locked)

- Forced refresh rate is removed now to get more battery backup and less heat, 90hz need reboot once after setting. confirm 90hz with some app or dev options refresh rate

- Enabled sight/macro's features for most games in game turbo
- Extra dim option added in settings for more lower brightness etc
- Enhanced notification settings, notification logs added in settings too
- Safetynet is passed with/without magisk
- Volte & Vowifi got some tuning to show icons
- Unlimited google photos in original quality backup
- Max fps available for many games

Installation Instructions:
- Install rom zip using TWRP/OFOX
- If you have a/b device, then flash recovery into ramdisk using its advanced menu
- Format if you are encrypted, otherwise wipe data is enough
- Reboot
- Enjoy the smoothness+performance
