I have ROM 2.1 Baltic, ROOT and APP2SD.

1. I need the V20B (h*tp://csmg.lgmobile.com:9002/swdata/WEBSW/GT540/ABALBK/V20B_00/V20B_00.kdz) right

2.Then install the V20B-CIS (this one http://narod.yandex.ru/disk/26353475000/20B_CIS.zip, right)

Yes follow them steps but the fat partition doesn't matter.

nah. u must use the firmware with fastboot and recovery. u can build the firmwire of ur liking so it has fastboot and recovery. use the appsboot.mbn and appsboothd.mbn the "how to" is googleable

atm, u can only install one rom. the black edition by Quarx that is.
