I'm confused, what exactly is this? We already have Havoc 3.5 being updated and maintained by Travarilo, the only difference to my knowledge is they stopped posting progress after moving away from Android 9.

Well, this is an "Unofficial" build with features that are NOT in official build. Read the changelog in second post you'll get an idea.
