I am on crDroid v8.10 and TWRP 3.6.2_12-0-brigudav-27.08. (non FBE)
Can i Update TWRP to TWRP 3.7.0 12-0 FBEv2? I want to keep using crDroid v8.10.

My guess is a lot of people (including me) have updated TWRP 3.6.2_12-0-brigudav-27.08. (non FBE) to TWRP 3.7.0 12-0 FBEv2 while staying on the same rom they were running earlier. I don't think you would face any problem. I haven't.
I updated to TWRP 3.7.0 12.0 FBEv2 on Crdroid 8.10 with no problem.

I still have TWRP 3.6.2 non FBE and crDroid 8.6. Can i safely update to latest version as described on the first post or do people recommend upgrading every minor version upwards to the latest?

As per a Telegram post, there seems to be another TWRP for Surya by @brigudav (twrp-3.7.0_12-0-surya-16.10-fix.img). Maybe an update to the one released on 29.09? But, also mentioned there that 'It is only for a13 roms'.

@GtrCraft , first of all, thank you for maintaining this worthy successor to the venerable ResurrectionRemix (RIP)!

I made a switch to your previous (Oct. 31) release of crDroid 9.0 and have it set up and working quite stable (with a few gripes about Android 13 in general).

I tried flashing this latest release and I'm sent back to recovery ;-( Is this release signed with a different key than the previous, or something? Dirty flashing should work, but it doesn't. I have to dirty-reflash the Oct. 31 release to be able to boot into system. Any suggestions? No Gapps installed and encrypted (I removed device protection before trying the dirty flash).
