Arter is mentioning few memory changes in his changelog and it seems like the apps are closed less aggressive. I am on 3.1 beta and also flashed the optimized 'Disable SPCM' build.prop tweak. Seems to be a perfect combination.
It's an aroma option introduced in 3.0 of this Rom and it was optimized in 3.1 beta, which will be probably released soon. I had the luck to participate in 3.1 beta testing.
