Sometimes, reinstalling the last stock ROM (and use it 1 time) reset the situation before install a blank LinageOS ....
your can reset install counters with Triangle app ...

Thank you very much for your answer but TWRP 3.0.2.0 did not even install the ROM this time.

Backup all your important data from Internal Storage and Wipe ALL (including Internal Storage)Choose in TWRP:
Wipe-> Advanced and select as in attached screenshoot. This ROM (j37) and TWRP 3.2.3 are OK.

@ffox.pl - I too have had problems using TWRP to install LOS, but have found success using CWM for install and TWRP for backup and restore (because CWM backup/restore fails, probably due to being so out of date). By keeping a flashable ZIP of each recovery (CWM & TWRP) on removeable SD card, I can use one to quickly flash the other.

@ffox.pl Are you sure you have the right phone model? I've installed TWRP 3.2.3 and the j37 ROM and everything works fine! Took me about 5 minutes to boot the first time.

Thank you for your help. I took TriangleAway.apk and it showed me Counter: 0. So, probably this is not the problem. Thanks.

I have an issue with TWRP 3.2.3,because I can't see my SD card. Within TWRP 3.0.2 I haven't this issue. What is going on wrong here?

In my opinion we have a few types of our GT-I9195I. There is not one ideal TWRP version that can manage to them all. CWM can install LineageOS 15.1-serranovelte but can not wipe, backup and restore the device. TWRP 3.x.x.x can wipe but not install LineageOS 15.1 and much more on some devices.

Victory! Thank you @MrGoodtunes very much. Your trick let me install LineageOS 15.1. Within TWRP 3.0.2.0 I wiped all then installed CWM-6.0.5.1-serranoveltexx.zip. Using CWM 6.0.5.1 I wiped ALL again and installed lineage-15.1-j38-20180813-NIGHTLY-serranovelte.zip. After 4 minutes booting the system started.

Thanks @Danil_e71, at first glance your ROM works excellent, no bugs, no problems. By the way, nobody says ROOT is just implemented in and it is no use installing addonsu-15.1-arm-signed.zip.

Unfortunately live is not easy. Having enjoyed the new system I wanted to test the earlier LineageOS 15.1. First I wiped ALL within CWM 6.0.5.1 next installed lineage-15.1_j37_20180804_NIGHTLY-serranovelte.zip. Booting was on and on... SURPRISE! Finally the system did not start. It is a shame I thought and wiped all again and installed inspected lineage-15.1-j38-20180813-NIGHTLY-serranovelte.zip again. SECOND SURPRISE! OS did not boot as well. Thinking hard I flashed TWRP 3.1.0.0 and wiped all then I flashed CWM 6.0.5.1 and installed lineage-15.1-j38-20180813-NIGHTLY-serranovelte.zip. After 4 minutes booting the system started without problems.

Unfortunately live is not easy more. I had to have Google Play Store so within CWM I installed open_gapps-arm-8.1-pico-20180820.zip. “Trust” started to notify alerts, Google Play Store stopped and could not be opened. Any ideas?

Did you flash gapps after booting system? If so, try a clean re-flash of LineageOS-15.1 and then flash gapps before booting system.

Always the same bugs. I have no idea… ...must wait for more suitable LineageOS 15.1 ROM and TWRP for my type GT-I9195I.

I have noticed CWM 6.0.5.1, TWRP 3.0.2.0, 3.2.0.0 and 3.2.3.0 can but TWRP 3.1.0.0 can not power off the device. In exchange for this it resets.
