I'm not using any layers at all, I like vanilla look the best.

I put file you sent me I correct folder, restarted and its still the same,

I forgot to mention, use a root file explorer like es file explorer, in es enable root explorer, than copy the file to the directory, than should work....

I tried with es Explorer too, same thing, after restart file is there but it still doesn't work.

Root Explorer is enabled, that was only way I could copy file there.
I never applied theme, clean installed rom yesterday and left all default

Man I feel lost right now lol, I can ask Chris...... Maybe bad DL tho? Can you go into es and check the file and click properties and check the md5 checksum and see if it matches

What i have tried now is, i installed random theme, which by default was in 2 rows,.. i added your file , reboot - and settings were in single row - the way i like it!
BUT,
i dont want to use no themes/layers ,i just need default theme settings shown in one row :p

Interesting, thanks for the heads up, crap lol, I'll ask @chris4824 on this one, I'm thinking most layers themes are programmed for both single and double layer, where as the stock theme is programmed for double layer

its not huuuuuuuuuuge biggie at all :) haha
but it would be nice to have option for us who are not fans of theming in general to have single row setting, or even better default lollipop theme overall.

Also side note, if changing themes, select all than scroll down to this file and deselect in layermanagee for it to survive changing themes :)
Re-read this again, and what i did is pretty much that...
After i applied random theme, i went back to uninstall layers, selected all but this one, reboot, and BAAAAM, i got Tipsy default theme with single row settings!!!

Kick ass good to know man, u found a workaround, was about to add to op that it doesn't work with stock, I'll add ur lil trick to the op also, thanks bro!

Reason im asking, i had a guy started little project for me , maybe 2 years ago, then we stopped but id like to resume this is i find good/affordable freelancer if i may say :p

And wish I had the know how for app development, its on my to learn list :) maybe @chris4824, the man developing for a million and one devices ;)

Wouldn't really be smart to bother him about this while he is so busy doing ROMs things.
Im gonna try to contact guy who started this for me. - Hopefully he will respond.

I'm a little confused between the builds,

What is Tipsy/Telsa/Validus based off of?

I would assume different variants or different features between the builds but I don't see where its listed.

Tipsy great except it doesn't have option like Validus to disable Home key from waking device. For that reason alone I'll probably go back to Validus, without the home key option I am lucky to have battery the whole day as it constantly turns on in my pocket.

I could ask Chris if he could enable the option to disable home button on tipsy. Tipsy is so u godly stable tho dude, I havnt had one single RR, no screen wake lag, no sods, and I'm running overclocked at 2160, and few other tweeks ;)

I agree the rom is great and stable but battery is not the same when the home key wakes the device. My phone is in my pocket for 70% of the day. Usually my battery lasts from 7am to 11:30pm+. Now I am lucky to have battery at 7:30pm. So it makes a substantial difference.
