Go to advanced wipe and Format your system Partion.
Reboot recovery and try again.
Also im portant that your TWRP is 3.3.x or newer.
You need to install TWRP.
Forgive my ignorance; its been about 6 or 7 years since I've done anything like this on a phone. Can TWRP be installed over top of CWM? Would the backups I've made with CWM be compatible with TWRP?

I get the same frustrating status 7 error while migrating from the prevoius LOS 16 July build on my GT-I9195.
TWRP is the current 3.4.0-0.
Even with the usual Factory Wipe and Advanced Wipe, it simply won't install.

None of the LOS17 versions work either, so I'm stuck with LOS 16 July build, which I reinstalled without any problems.
It appears that the November build definitely has a problem with the GT-I9195.

I have both 16 & 17.1 builds on each of my GT-I9195T phones, no issues with November builds.
Suggest you use TWRPv3.4.0-0, Then do a full Nandroid backup all partitions, to ExtSDCard.
Then wipe all except ExtSDCard. Then Re Flash Stock ROM, With ODIN latest version. Download Latest STOCK 4.4.2 & ODIN from Sammobile.com or Google Search. Use the version that is relative to your Country and your normal Carrier or Mobile Network. Sammobile has an extensive list available, so choose the correct one.
Configure the settings, make sure it is working as normal. Proving no issues with Hardware. ReRoot Stock with Magisk.
Restore TWRPv3.4.0-0 if Recovery missing, after Stock restore.

Maybe good to do a Nandroid Backup All Partitions of Stock ROM, if Restore requires Boot, Recovery, Modem, EFS, partitions to be reflashed again, if any future failures occur again. Saves lot of time & effort, when you got backups.
Next do a Factory Wipe.
Then Flash LOS 17.1 ROM Nov build, Reboot, Configure, then flash Gapps if you are using Google apps.
Should have a working GT-I9195 phone with LOS 17.1.
Best of Luck, it is a bit of effort, but at least you have a working phone.

16.0 is not top priority right now.
First is 18.1, then 17.1 and last is 16.0. So there might be a few months between the 16.0 builds. Maybe it will be more often once I get the Ryzen 5950X.
