I take CM9 with Samsung Apps. After playing around with stock ICS is the conclusion clear: the Samsung camera and the different S-Pen apps are very nice to have. The rest (launcher, dialer and contacts etc) can be replaced with third party solutions like ExDialer, Nova Launcher etc.

I think the optimum ROM is basically a ROM which is stock ICS/CM9 as far as possible but with the necessary framework installed to enable the Samsung camera and S-Pen apps to work.

The possibility to use tablet mode would be nice - perhaps a later possibility is to port the Galaxy Note 10.1 ROMs to the N7000. But initially, I think the optimum combination is CM9 with Samsung apps.

I am also interested to know of a working DSP manager (Version 2 onwards as working Version 1 is common) working with latest CM9, to what I understand DSP had been broken since many versions before and had yet been repaired.
