What boot.img you put on, why do yuou put on any boot.img? What do you want to do?
You say you want to start the rom.
For that you need proper TWRP (this could be the boot.img you refer.)
You dont extract boot.img from tar or any zip.
Download TWRP 3.11.1 from the first page suitable for your phone.
Instal it via ODIN as a "tar.md5" file.
Then reboot into recovery (do not start your phone. It will not boot.)
Then go to install zip. Factory reset. Wipe all data.
Then flash Lineage OS 14.1 zip.
Then flash GApps (if you like)
Then reboot.
