You could try the phone.apk from an earlier Miui version where it worked. I'd suggest using Quarx's CM7 phone.apk but Miui mods the phone.apk for its themes. Only the phone.apk from Miui\GB Wiui can be used on GB MIUI roms (and so on and so forth for Miui on ICS\JB and other Miui modded system apks).
If that doesn't work you have to play with the smali code -- don't ask cause smali is my downfall.
While its off the wall and a pita, you could try using Miui Patchrom on CM7 -- if it gets past Phone.apk you can use it and add in the language xml's from another phone.apk if needed. I used Patchrom in the past and managed to get it 1\3 of the way finished (Quarx's CM7 from April) before manual smali edits had me losing hair.
EDIT -- If its not the Phone.apk it may be either framework.jar, services.jar, or android-policy.jar that needs fixing (each are heavily modded during the patchrom process). BTW, I think patchrom will work fully on MS2Ginger since its set up for a Defy Motorola rom by default for the Defy.
