All the answers to your questions can be found in the posts above.
Thanks for the reply, I have read the thread a few times over, that's why I have posted my question as I'm confused, there seems to be the two methods and both works?

1. flash 13.0.8 via fastboot and update sequentially to 13.0.11 via twrp as mentioned by SirTAVARES
i flashed .8 via fastboot and then i've been updating via twrp (currrenly on .11) that was already in it.
2. directly installing v6.2 twrp and flashing the latest v13.0.11 via twrp as mentioned by you
Remove lock screen security
You must have Twrp installed.
https://forum.xda-developers.com/t/shared-twrp-by-skkk.4489561/
Use
[BOOT]3.6.2_12-Mi12SUltra_v6.2_A12-thor-skkk_003889f7.zip
.
Twrp
Wipe/format data type yes(if error, red , lines, reboot TWRP and format again)
Reboot TWRP
Put the zip in internal storage or use OTG
Flash rom
First boot takes time.
_________________________________________________________________________________________________________________________
Apart from the 1st rom, no more Fastboot.zip.
Updates are done via OTA.
just want to be sure if both methods work and if there's a recommended method for flashing for the first time from China ROM. thanks!!

Both methods work.
Fastboot takes longer.
Flash the latest version with TWRP and you're done.
Twrp 6.2 version
wipe/format data type yes
reboot twrp
put the rom in internal storage or use OTG
flash it

How to install Xiaomi.eu ROM for Xiaomi 12S Ultra

Steps to install xiaomi.eu ROM for first time from China ROM (All your data and files on internal storage will be deleted!)
- Unlock your bootloader by Mi Unlock tool https://en.miui.com/unlock/
- Download our ROM zip file STABLE
- Unpack downloaded zip file in the PC (WinRAR is recommended)
- Reboot your device to fastboot mode (press volume down + power)
- Connect to PC via original USB cable
- Run fastboot installation script as administrator from unpacked zip according your PC operating system

For Windows OS ./windows_fastboot_first_install_with_data_format.bat
For Linux ./linux_fastboot_first_install_with_data_format.sh
For MacOS ./macos_fastboot_first_install_with_data_format.sh

- After reboot it is done (first boot may take up to 15min)

Update guide on the video

Update via OTA:
Next updates will be downloaded via OTA and flashed in TWRP

Enjoy.. :)

Questions.

In the case of the latest devices, the weekly ROM of the old method (ex. 22.10.28) is not officially released.

Do you have any plans to release a new weekly rom (ex. 13.x.22.10.28.DEV) as eu rom?

Same here, latest WhatsApp and 12S Ultra on 13.0.10.0 EU Stable

12S Ultra on 13.0.11.0 EU Stable? How is the battery life now, any updates?
I am on 13.0.11.0 EU. So far so good. Battery can last till end of day with normal use. Not seeing any exceptionally high drain at this point. I don't game. Just using daily apps and driving apps, videos on YouTube, and social media apps as well

Took the plunge literally 5 mins ago and flashed to 13.0.11.0 EU.
Whatsapp video upload stutter is gone so far!

Testing batt life now to see if there is anything abnormal.

Am on the TWRP that came with 13.0.8.0, i didn't remove screen lock.
I used the Updater app to choose update package which i copied in.
When rebooted, it asked me for screen lock PIN, i entered it and it went to update.
Rebooted after that, all went well!

By the way guys, I tried searching for changelog on the EU rom versions, could find it.

Is there any changelogs available for the EU rom for each version?

I think it's the same change log as miui CN:

  • New: Memory extension is available now
  • Optimization: System responsiveness
  • Optimization: Overall responsiveness and performance
  • Optimization: Optimized power consumption so multiple apps running in the background don`t drain battery
  • Optimization: Switching between Wi-Fi and mobile data when Wi-Fi connection is weak

Spoke too soon, the WhatsApp video upload stutter is still there and it seems to be a common issue.
This only happens to 1080p videos, changing my recording to 4k 30p/60p seems to solve the problem.

hopefully someone has a fix!

Anybody having issues flashing this update in twrp?

I always get errors about not being able to mount the /system_root and it exits out twrp.

Hi,

I cannot use contactless payment today and got this prompt from google pay: "your phone doesn't meet security requirements". Before that it was working fine.

Did I mess up anything? What can I do to make it work again?

I am on xiaomi.eu 13.0.11

Check:
play store/settings/about/update play store (if needed)
play protect certification: certified or not?
Miui:
Settings/password and security/lock with fingerprint/payments with fingerprint/widevine L1/payment status?

Have you tried uninstalling Gpay and reinstalling it?
EDIT:
Delete all app data (not cache):
google:services framework/play store/google play services
and restart.
Check for updates on the playstore.

Go to settings / app management / installed apps / 3 dots at the top right / display all apps / type google in the search and you will see the apps mentioned above.
