Sometimes I too receive the notifications late but it comes from the network.
Some themes can also cause this problem in AOD too, use a default/original AOD theme.
Which effect did you choose for notification effect?

Developer options: Settings/my phone/detailed info/tap several times on Miui version then go to additional settings

It seems to me that we have covered the question, maybe a bug or an omission on your part since there is no return on this subject.
I know this is annoying but a factory reset might be able to solve it or try a Weekly.(xiaomi.eu_multi_THOR_V14.0.23.1.9.DEV_v14-13.zip).

Try enable Always-On Data in Developer Options.
THOR_V14.0.5.0.TLACNXM_v14-13, is a first installation or an update?

I didn't find Always On Data in the Developer options although I am on v14.0.5.0

I was running 13.0.8.0 eu and did a fastboot updated to 14.0.2.0 than proceed to another fastboot update to 14.0.3.0. also fastboot the latest TWRP recovery to A13 as well. However I am not getting the latest OTA update.

I updated to this via twrp v7.0. All appeared ok (flashing bar progressed to full) except towards the end of the install, some partitions could not be mounted and listed in red but I couldn't remember exactly which partitions. Then screen came back to the twrp UI. Then i went ahead to reboot to system then it prompted me "No OS was installed. Proceed to reboot?". I went ahead and reboot.

The About Phone in Settings is now showing 14.0.10.0, the latest stable rom

So did i install it successfully?
