If you google “Mi11 recovery tool,” you should find what I'm talking about. Another option would be to do what you've already done: attempt to fast boot flash the latest available ROM. However, ensure that you format/wipe all data, internal storage, etc. In order to begin a clean install to avoid any issues upon boot. I did a factory reset in stock recovery, and flashed the fastboot rom into fastboot mode (V13.0.4.0.SKBEUXM), no error, but once it's finished, it stay in fastboot mode instead of booting, and when i reboot, it boot into fastboot...
