You can but for the first installation, it is preferable to format data. Possibly use Micloud or others.is it possible to install the EU rom without loosing the data. Have the Global 13.0.23.0 SLBEUXM installed
Install twrp not requires to format data.The problem that I have is, I'm not sure if flashing twrp now would keep my data intact, I installed using fastboot method, thought I could just update from updater app, but now since I have set up the device, if flashing twrp requires to format the data again then I'll have to start from the scratch :|

No,you can't it is a fastboot zip(like the one you have now),just download it and execute the update script in fastboot mode.Thanks. After updating Google play services it worked. I'm currently using the 13.0.30 version. There's an update available for the 13.0.36.
