It may sound odd, but I tried placing fotakill.apk in its own folder in /system/priv-app and it didn't seem to work. Yet it worked for me in the root of /system/priv-app. Normally, apps in /system/priv-app each have their own folders, thus why you see folders and no apps.
In any case, copy fotakill.apk to /system/priv-app with Root Explorer, change permissions to rw-r--r-- (chmod 644), enter recovery and wipe caches, then reboot. Afterward, just be patient.
But you could do it using FlashFire...if you're rooted.
