Good grief, I wish someone could explain why this is a problem. Do I have the "+"? I guess? Does it matter to me? No. My contacts still appear just fine when someone calls or texts. Can someone else explain what this issue is exactly?
Sure.
The issue is this. When a call comes in, the number will come in as: +555-555-555
On my phone, it looks like this:
+55 555-5555
It's even worse if I get a phone call from the same area code, to which it then doesn't include an area code.
It then looks like this:
+55 555-5
Treating the +55 as the area code.
That then looks like an out of country call, and that number is not assigned to any contact, so it's shown up as an "unknown contact".
To make things worse, the call also gets logged with the + sign in the call log.
When we try to call out, we can't.. because it's not a valid number. It WOULD be valid if it was +1 or just no + sign at all.

I can provide more screenshots if you want and disable Prefixer to show the broken outgoing call back number.

This is the only ROM for AT&T on the S4 that I have this issue with. It seems to have something to do with international ROMs that are ported over.
