Which version of TWRP are you using? My TWRP 2.8.1.0 still says that I am on leo and doesn't flash until I change the updater script. I own a D6653. In order to flash this rom to my device, I first had to extract the boot.img from the rom's .zip and manually flash it using fastboot.
Using another recovery such as CWM will make you unable to flash this rom, and will probably result in your phone bootlooping.
To answer your other question, I was able to use the built-in Cyanogenmod updater to apply the 1-21, 1-22, and 1-23 updates, but had to manually download and flash the 1-24 update. I am not sure why it did not automatically pull the .zip for me, but honestly it is a trivial amount of extra work.
