If vanilla ver install full Gapps or Switch to Gapps ver (don't forget to backup first to be ready for any problem)
Did you try clean install ?

I'm on vanilla with Nikgapps Basic. I dont want all the Google bloatware. But now I'm using These Google Apps. Perhaps I should change to gapps build.

I am just as curious as you are. Thankfully, I was able to download 3.21 from archives and I reverted back to it. I will wait till I hear from other or the developer, before I update further.

What does "ROM FIRMWARE REQUIRE" means? Is there a limitation as to which ROM I'm updating from?
Also: haven't flashed in a long time; I'm upgrading from RR 5.8.0.
I need to clean wipe and flash ROM? Is a full wipe necessary? Also is there any limitation as to which TWRP version I'm using?

Means you have to flash the latest firmware before the rom.

Twrp version recommended is the latest available.
Also be careful with some A11 roms. Not all boot on encrypted devices (Arrow works).

I am on update from 2. April and since 3 days banking apps are not working. The safetynet check fails.
Bootloader is locked, no root, no magisk.
Any ideas? Is it an issue? Pretty worked before last update in march.

EDIT: Clean Dalvik + cache only didn't help. But after clean and flash update from 2021-03-21 via twrp recovery sideload my banking apps work again.

No. It will wipe your apps only.
But you have to go to "advanced wipe" and check all, except internal storage and USB.
RR its a amazing rom, and perfectly safe to use

Its true. Isn't the best rom to who want a good battery backup. But I think it's the price to pay for such level of customization.
Last time I've used it I was getting 6h of sot (with mcd kernel). But my battery is new.
With my old one was hard to reach 4h.
Now I'm on Zeus 2.3 and the results is quite the same.

I don't know what's wrong with my device but if I install A11 roms, my screen is having a hard time turning on. It just keeps on flickering once i turn it off.

I've seen that some other users are experiencing that too. I think the cause and solution are still unknown.

Yeah. That issue doesn't exist in A10 roms though. I really want to upgrade to A11 due to the security updates.
