yes,it is a graphic glitch. do not know what causes it. i have two bars and it doesn't increase nor decrease.
but i can make and receive calls and send and receive texts and browse net without any issues. so,its not really a big deal.
Of course touch wiz sucks, so i installed apex and enjoying the rom.
Really nice look and rom performance
But i noticed 2 bugs so far: one is in all ics roms for now i think ( auto hour, sometimes clock in the notification drawer is not updated, it' s showing an time from a few hours, and the other one, which suprised me, is when i muted my phone and set sound again, there aren' t any system sounds like blocking the phone or touching anything, seting it again in options does not work. Any ideas?
Thanks Dooms. I supposed it was a CM9 bug, so I just wanted to be sure about the lock screen bug

Well, for the time, you have to select manually the time zone, because it seems that it doesn't recognize the real one. I had to set up manually "Central European Time (Brussels)". And concerning the system sounds, it's OK for me. When I go back to Sound+Vibration, all system sounds are there.
