• fastboot flash boot boot.img
• fastboot flash vendor_boot vendor_boot.img
• fastboot reboot recovery
• Select Wipe data/factory reset & confirm
• Go back and select Apply update from ADB
• adb sideload Arrow-v13.0-munch-***.zip
• After installation complete, Reboot system.

Oh I got it.

Since I flashed the boot.img thers is a recovery by ArrowOS
I don't have to worry about recovery problem.
