OK, that's bootloader locked. Sim is different and won't prevent modding, only difficulties unlocking with custom ROM as mentioned.Yes, I can boot to fastboot/bootloader mode. When being in this mode, below the green android logo there is text "Phone locked" ... so I have my answer.

Some good news regarding no more bootloader unlock codes from Huawei:
New Cherry device G620S-L01 modder @_benedict_ has confirmed we can still unlock legacy huawei devices this way. He unlocked bootloader with DC unlocker and price is still 4 EUR! (funkyhuawei.club may be simpler (only need to send IMEI), but may be prohibitively expensive at 55 USD.)G620S-L01 [and Ascend Y550 are] supported by DC-Unlocker people.

Y550 (my Huawei Ascend model) is supported by DC Unlocker, and they quote 4 credits (4 EUR) to read bootloader unlock code. (Also, 4 credits to unlock SIM, if you wish).

I've unlocked both Y550 bootloader and SIM using DC Unlocker previously without problems.
It seems this method will continue to work at least for legacy devices, albiet at a small cost (SIM unlocking price was also the best I could find in the past), and this is a reputable / professional service, so this may be the best or only option for new Y550 custom rom users (and other Huawei owners). Possible problems Unlocking Bootloader and flashing TWRP due to recent bootloader updates:
It seems that like Y550, other Huawei devices have this / similar problems recently (since May/July deadlines for officially provided bootloader unlock codes passed), and that it relates to xloader.img updates to bootloader from version 0 to version 1 or version 1 to version 2 which prevents rollback to earlier ROM's using lower xloader versions (Nb #) and other patches that break root (though magisk now has a workaround requiring manual creation of boot.img). Nb # -This prevents DC Unlocker supplying unlock codes as this is only supported on earlier xloader versions and it is impossible to roll back officially after xloader update, and devices are bricked if non official methods are attempted. It also prevents unbricking with DC Phoenix etc.
No one knows for sure if these are further aggressive anti modding moves by Huawei, (these updates are also preventing rebranding and region changing, something done by many Huawei modders - there is also speculation Huawei is sending updates only to certain regions via OTA to curb this practice) but speculation is rife in magisk threads And elsewhere.
I suspect this is also affecting TWRP flashing on Y550 with post B247 stock, and it could be that DC Unlocker bootloader codes won't be generated if later updates have been applied also.
For now, workaround for Y550 users who have B249 etc stock ROM is to use ADB fastboot to boot to TWRP from PC to flash ROMs each time its needed. Also, get bootloader unlock code before updating past B247 (and avoid updating past B247). This may also be a solution for other Huawei devices. PW
