There is no point in formatting system partition, either ext4 or f2fs.So does this support F2Fs on the system+data+cache partitions or it just only the data and cache?

Usually you get a small improvement when formatting data as f2fs.
As said before, N9 performance is suffering a lot due to encryption primarily.
Then I would disable ZRAM and swap process.
Lastly format data as f2fs.

My N9 is running very good with this setup:
Latest lineage build
Pico gapps
Lineage su add-on for root
Elemental X
Data formatted as f2fs
No encryption.
Most of the performance loss is due to encryption, so get rid of it as soon as possible.

there're only 2 real options are ElemantalX and Fire&Ice. ElementalX is not as smooth as Fire&Ice but passes SafetyNet, Fire&Ice fails SafetyNet. Depends on your usesage with the tablet.if you use Netflix or any other DRM protected stuffs you should go with ElementalXI've just rooted, twrp & installed lineageOS14.1... all seems to be running as expected but I keep reading advice to flash a fresh kernel. I'm still on stock.
