@dorkshoei How old is your device at this stage, your battery is probably degraded and needs replacing.
Booted into TWRP. It showed 95% charge. I left it that way for 3 hours and at the end it showed 90%.

Also, at this claimed charge it won't boot unless you hold power button down for 30 seconds which isn't normal.

I suppose the battery could be bad but it smells like a hardware issue of another kind to me.

No.
a) artifacts were much less blocky, more like small groups of flickering lines
b) covered more like 5/10% of screen
c) flickering hasn't reoccured today, it happened fairly reliably for first hour yesterday after it stopped working, which is when I was able to get as far into the reinstall as recovering apps from Google backup; today no flickering but after reinstall it never gets past initial boot.

TWRP shows cpu temp as 28 degrees C. It'll sit running TWRP for ever, can switch between menus etc.

Is there any form of lower level reinstall I can do via ADB?

I saw this in that thread you referenced:

I'll try it. I'm not into spending any $$$ on the tablet at this point as it crashes all the time normally.

Not that I'm aware of for custom roms you need twrp.

You could try flashing the last official factory image with fastboot.

Problem is fresh install of rom can take time to boot. (15+ mins)

If it is the battery that is faulty, try disconnecting the internal cable and reconnecting.
Also keep the device powered while trying initial boot. (from powerbank).
That will usually resolve the device not getting proper power from degraded battery.
Also setup as a new device and not have it recovering apps so that doesn't prolong the setup.

Edit: - $20 for a battery + cheap pry tool + DIY job does not equal $$$?

The N9 sucks in general. Mine locks up 1/2x a day. I know this isn't the norm for many but it is for me. So it's on life-support AFAIAC. Given that a new battery is a WAG I'd rather invest the $20 towards a replacement tablet.

Previously I'd been plugged into PC usb port.

Just wiped everything. Copied zips. Disconnected from PC. Plugged into high power wall charger. Confirmed battery was charging using %age displayed in TWRP. Flashed zips. Rebooted. Screen displayed "Google" then there was briefly screen garbage/artifacts and then it shut down.

I held power button down for 30 seconds, it rebooted and install started. I picked start new, it brought wifi up and I entered my account username, then password, it went off "checking for updates" and then shutdown. This was still plugged into high power charger.

Hmmn. I suppose it may be battery. ~shrug~

Apparently it was merged only on Lineage 15.1 and 16.0

have the latest twrp, I wipe everything and then I install the rom, gapps nano 7.1 and the su version from the first post. everytime I get in a bootloop or google service framework keeps stopping.
may someone has an idea?

Try Beans Gapps Mini, I think it was the recommend version for this rom, it is so long since I did a clean install, I can not remember if it still is?

Could you remove ro.debuggable=1 and ro.secure=0 at default.prop (I did not find a way to edit this file even with root)?
