I had some problem installing the rom with GAPPs too.I haven't been using mine lately.
Actually it mostly sits on the side along with my Pixel C.
I honestly do not know why I prefer my Nexus 10.
It's been awhile, and for testing purposes, I decided to clean flash my flounder.
Flash stock firmware, wipe, erase (and/or format) everything.
Install LineageOS and OpenGapps..
I end up with Lineage's Setupwizard instead of Google's SetupWizard.
Everything else seems to be installed and working, only Google SetupWizard failed to replace/run.
To complicate matters, I originally tried with an UNOFFICAL OpenGapps build.
The OpenGapps build gave me an odd error about SetupWizard SDK version below 29.
Thought that was the reason but, I get the same results using the official builds, both newer and older.
Just curious if this is normal for this device or something that needs to be taken up with OpenGapps ?

Just as I hit the post button, I remembered older cm/linage had issues when the cm/linage setupwizard was replaced. Will have to look into that again.
At the end, the solution was to follow the next step:
-. Start TWRP
-. Wipe all data
-. Flash LineageOS Rom (Only the rom image)
-. Reboot into TWRP (Important, not start LineageOS yet)
-. Flash GAPPs according with your Android Version
-. Restart your device and it should work fine
