Asus is very finicky. You need to flash stock in both sides and then start again.

Can I also ask you, do you know if there is a way to wipe system? It used to be an option in TWRP on my old phones but this is my first A/B. On this phone there is no 'system' option in TWRP's wipe menu. When I ran into problems previously, a system wipe plus flash to stock and then reflashing would fix my problem. Is there an equivilent to doing this on this phone?
SOLUTION: Fixed the problem! For anyone else facing this problem I am updating with my fix but something is wrong with twrp-3.6.0_11-1.
I wiped and formatted data dozens of times in Twrp trying to fix this problem becasue the majority of sources on the net say the problem is with formatting data. I had the idea to try formatting in fastboot with:
This has fixed my TWRP boot loop! Now I seem to be stuck on the Omni boot animation but I will work on that now.
