I tried clean flash without debloater and still got stuck on wifi set up.

I am able to complete a dirty flash but want to find a way to complete a clean flash if any one had any other suggestions.

Clean flash without GApps. To install Google play store and services, use the apk installer method (https://forum.xda-developers.com/oneplus-3/how-to/guide-how-to-install-gapps-h2os-7-1-1-t3565344)
This works.
For google contact sync, Install Google contact Sync, and in permissions "allow access to contacts"
