Essentially but I also did try some extra stuff but those steps should work. It all could be done manually. Yes that is exactly seems the problem is with the app 'Dialer' itself.Thanks for this.
If I understand correctly...
You installed LOS19 and had trouble with voicemail.
You're rooted (Magisk) and were able to use 'Package Manager' to uninstall the system app "Phone".
Then, you were able to install a new system app "Phone" with the "Dialer.apk" file from LOS18
0310 build.
You no longer had voicemail issues.
Lost access to visual voicemail
LOS18.1 0317
No GApps
No Custom Kernel
No Magisk
I updated this weekend from the LOS 0217 build to the LOS 0317 build.
When I go to the voicemail tab of the phone app, I'm getting a message "can't activate visual voicemail".
Since it just started happening, I was wondering if anyone else who updated got this error.

Just noticed some changes on last build that relate to dialer/voicemail:
- Remove PhoneAccountHandle when building the intent to call Voicemail. android_packages_apps_Dialer
- Add a permission to guard receiving intents in StatusSmsFetcher. android_packages_apps_Dialer
- Use an explicit intent to start VoicemailChangePinActivityPeer. android_packages_apps_Dialer
- Hash ICC ID used in the notification tag for voicemail notifications. android_packages_apps_Dialer

I have a question about this:
"Run adb sideload /path/to/zip (inserting the path to your LineageOS package)."
If I run that command, will it also update my recovery?
When I've done a "clean install", I flashed the recovery img file to boot partition first.
Will the recovery be updated when I run the "adb sideload LOS19.zip" command?

The thread title would be in opposition to your build, so you would definitely need to start a new thread. Also, most important details and links to new builds are posted in the OP, which you would not be able to edit unless its your own thread.
