I have an issue, when I charge my phone turned off the screen never turns off, it show percentage and then it turns black but it's always on.

That's how it's supposed to work, you can't expect it to be charged in dead state.

RR for Oreo is not out yet (for any device). In addition, Ashok has some personal stuff preventing him from spending time on ROM development (which he has done in an outstanding matter, and huge respect for him for that).
Duplicating of folder "Download"
Hello, i have a problem when system duplicate system folder download so there is two of them (download & Download). I am not able to install apps which i download right in the period when system duplicate it because all data in this folders erase so that they are empty. If i delete one of this folders then one folder became real and have all the files which were inside of it, but this effect doesn't ladt long. It helps only for 5 minutes more or less. What shall i do to fix it?

Copy the folder named Download to some other location/folder. Then delete both the download folder from storage root. Copy back the backup Download folder.

i'm leaning out of the window and predict that RR-6.0 O is coming to many devices this weekend or early next week, let's hope we gonna find one for this device too, i'll certainly gonna have one installed on nexus 6 and let y'a all know how it's goin'
i was very impressed with certain improvements with O-builds i had installed on my nexus 6 thus far just that key-features and stability was missing.
i assume that once RR-6.0 will be out we shall have most of the features we got used to and a decent level of stability.

I am considering an upgrade to an Oreo based ROM (probably the RR one). One thing I'd like to have there is the image stabilizer app that's embedded in this ROM. Assuming this app is not available in any of those Oreo ROMs, can you guess whether it'll work if I copy it from the current ROM? If so, what would be the best way to achieve it (apk copy and install, Titanium backup etc.)?

Only apk won't work, framework changes have to be included too.

Installation Instructions
- Download the latest build
- If it's a bump in the version number e.g. 5.8.3 - 5.8.5, download the whole rom zip instead of downloading through OpenDelta.
- Download Gapps
(Recommended not mandatory) - Take a nandroid backup
- Recommended - Full wipe and factory reset
- Flash ROM using latest TWRP recovery
- Flash Gapps and other zip you would want to flash.
- Reboot.
