CPU limit of 800MHz does not reach 1497MHz because? happens with all ROM 8.0 and 8.1

I think I finally found the only not lagging Oreo ROM (I can say is as smooth as the old abandonded crDroid v3.4, the only not lagging Nougat ROM), but it has one wierd issue. Some apps (like Kernel Adiutor) and games are crashing without any error. I flashed kernel from other Oreo ROM and crashes disappeared, but terrible lags appeared again. That one thing is stopping my A40 from finally going to Oreo ROM. After over 6 months I regained hope for new smooth ROM, but it hit the brick wall .
